    Actually, globally most people use lights during the daytime. It is a rather brief period in the evening that lights are used although obviously the ratio changes the further north you go.

    If this is to illuminate an office that has no windows I can see the point but surely in most cases people use lighting at night. As I understand from this video, lighting goes off when the sun goes down which would rather defeat the point for those people in the 2nd category.
